Poverty becomes far more dangerous when a person begins to believe that their circumstances can never change. The true success of a society begins when it does not merely support its vulnerable citizens but empowers them to stand on their own feet. An interest-free loan, a skill, a productive asset, a small business, and an employment opportunity may seem insignificant, but these seemingly small opportunities can change the entire economic direction of a family. Escaping poverty is one milestone; the real achievement is reaching a point where one&#8217;s hands begin creating employment not only for oneself but for others as well.<\/p>\n<p><\/p>\n<p>The issue of poverty in Pakistan has been debated for years, but there has always been a need for a fundamental shift in this discussion: poor people should be regarded not merely as recipients of assistance but as citizens with economic potential. The Pakistan Poverty Alleviation Fund&#8217;s nearly three decades of experience offers a practical example of this approach.<\/p>\n<p><\/p>\n<p>Established in 1997, the PPAF began its operational activities in April 2000. Today, its network has expanded to 157 districts through 164 partner organizations. Its support for approximately 171,000 community institutions, with 2.67 million people associated with them, reflects the fact that poverty can be addressed not only through policies developed at the central level but also by involving people at the local level.<\/p>\n<p><\/p>\n<p>The PPAF&#8217;s interest-free loan programme is an important component of this model. Since 2014, 3.69 million interest-free loans have been provided, with a total value of Rs139.61 billion. Women account for 57 percent of these loans, while the repayment rate has remained at 98 percent. These figures represent not merely the circulation of money but an entire concept of trust. When a poor person receives capital to establish a business and generate income, they do not simply receive assistance; they become part of economic activity.<\/p>\n<p><\/p>\n<p>Women&#8217;s participation makes this experience even more significant. Women accounted for 63 percent of the productive assets transferred. Providing a woman with an asset or capital that enables her to generate income strengthens the economic foundation of the entire family. An increase in household income often improves children&#8217;s education, health, and future prospects as well.<\/p>\n<p><\/p>\n<p>Skills, alongside capital, are essential for the sustainable eradication of poverty. According to the PPAF, 501,500 people have received skills and vocational training. Of those trained, 57 percent became self-employed, while 16 percent found employment with others. These figures indicate that the path to economic independence does not depend solely on waiting for a job; skills also give people the ability to generate their own income.<\/p>\n<p><\/p>\n<p>In the same initiative, 206,800 productive assets were transferred. Support was also provided to small and medium-sized enterprises. A total of 1,091 SMEs received training, 399 were awarded matching grants, and 803 businesses were assisted in obtaining formal registration with the Federal Board of Revenue (FBR) or the Securities and Exchange Commission of Pakistan (SECP). These efforts helped create more than 88,000 employment opportunities.<\/p>\n<p><\/p>\n<p>This is where the relationship between poverty alleviation and economic development becomes clear, and it cannot be overlooked. Providing a family with a source of income is an achievement, but when a business creates jobs for others, that achievement extends to many more families.<\/p>\n<p><\/p>\n<p>Similarly, lasting relief from poverty cannot be achieved through increased income alone. Vulnerable families are more severely affected by natural disasters and sudden economic crises. Support for the construction of 122,000 earthquake-resistant homes following the 2005 earthquake, along with assistance to more than 136,000 families during the floods of 2022, 2023, and 2025, forms part of this broader approach.<\/p>\n<p><\/p>\n<p>Under climate resilience initiatives, the construction of 80 kilometres of protective walls, the addition of 18.56 megawatts of capacity through 1,615 renewable energy projects, the conservation of 2.23 million cubic metres of water, and the planting of 436,000 trees are measures that go beyond immediate relief and focus on protecting the future.<\/p>\n<p><\/p>\n<p>Similarly, approximately 17.57 million people have benefited from 35,290 physical infrastructure schemes implemented at the community level. When local people participate in identifying their problems, managing resources, and contributing to development, a project does more than create infrastructure; it also builds collective capacity.<\/p>\n<p><\/p>\n<p>Within this collective approach, the concept of \u201cgraduation\u201d out of poverty appears particularly promising. An initial comparison of the registers of the PPAF and the Benazir Income Support Programme (BISP) found that, out of 334,596 households appearing in both records, 108,043 were potentially eligible for graduation out of poverty. In the 2025 follow-up, 83.6 percent of the households included in the study were above the threshold of the basic scorecard, while 57.7 percent were above the sustainability benchmark.<\/p>\n<p><\/p>\n<p>Here, the concept of poverty alleviation takes its fullest form. The objective is not merely to support a family during difficult times; it is to help that family reach an economic position where its income, skills, and assets protect it from falling back into the same vulnerability.<\/p>\n<p><\/p>\n<p>To discuss this concept on a broader scale, an international conference titled \u201cFrom Poverty to Prosperity\u201d is being held on October 13 and 14 at the Serena Hotel in Islamabad. Approximately 400 participants, including policymakers, senior government officials, representatives of Shanghai Cooperation Organisation (SCO) member states, international development partners, researchers, civil society members, and private-sector representatives, will attend the conference.<\/p>\n<p><\/p>\n<p>The conference theme, \u201cInclusive and Resilient Economic Empowerment and Growth,\u201d embodies a comprehensive economic philosophy. Development becomes more meaningful when vulnerable segments of society also participate in it, while prosperity becomes more sustainable when a crisis cannot push people back into poverty.<\/p>\n<p><\/p>\n<p>In the PPAF&#8217;s experience, interest-free loans, skills, productive assets, women&#8217;s economic participation, small businesses, employment, community institutions, and protection against natural disasters are not separate programmes but different components of a single process. The purpose of this process is not to keep a family standing in the queue for assistance indefinitely, but to help it leave that queue and become part of the mainstream economy.<\/p>\n<p><\/p>\n<p>Perhaps this is what the real journey from poverty to prosperity looks like.<\/p>\n<p><\/p>\n<p>Supporting a person is a good thing; strengthening them is even better.
